This festival is held in honour of Lord Shiva, wherein devotees perform various rituals and worship Lord Shiva as well as snakes. They offer milk and rice to the snakes and perform arti (a fire ritual). Legend has it that Lord Krishna once blessed Naag Kalia after defeating him in a battle. He said that whoever would offer milk and rice to snakes on the auspicious day of Naag Panchami would be forgiven of his/her sins.
